The all day events being imported incorrectly was fixed in 2.0.6, unfortunately that was rolled back due to other issues. It should be resolved in the next release, whenever that happens.

I think RusselHltn has the critical piece there. The TZ needs to be defined in the ICS file. Is that included in your file?

As a workaround you can go into week view and use the quick create there. That will allow you to select the starting time and duration with the quick create, so you don't have to leave the page that you're on.
