If the expense has a status of Issued (rather than Cleared) then you may be able to void it in LCR. Select Finance > Expenses from the LCR menu and then click on the Expenses Summary page. Call the Global Service Center.

Also you should check whether the member received a notification email about the reimbursement. They should have received an email after the reimbursement was approved giving the reference number, the last 4 digits of the bank account and the amount.

The policy can be found in the Missionary Finances help center article particularly the sections titled 'Charges to the ward checking account' and 'Extensions and Early Releases'. As others have said, this is largely up to the bishop but regardless of what the bishop decides there has to be documentation for the reimbursement so the member would have to submit their receipts for when they purchased the ink and then indicate how much was for church purposes. On the LCR menu select Finance > Reports > Signature Cards. Click the Update Card button at the bottom, print the blank card, have everyone sign it, then scan it (or take a picture) and upload it to the same location.
