Funds Transfers from Other to Budget

One of my wards transferred funds from their Other account to the stake Budget account for YM. I did not think that this would be possible. Did something change here?
I didn't actually complete a transfer but when I select an Other account it allows me to transfer to Budget within my own ward but when I select the stake or another ward it only gives me the option to transfer to Other:AFMA. When I select a budget category it allows me to transfer to the stake's budget or Other:AFMA category.
However, I've seen reports that some have the ability to transfer directly to sub-categories of the Stake Other:AFMA category. If true, then here may be a beta test going on and it may allow for different transfers than I can see right now.
