Missionary - Check reimbursements

If we need to write out a check to a missionary for reimbursements that they paid out of pocket for an approved expense, what is the best way to do this? They do not have a local bank to cash the check and mailing the check home to be deposited is too much effort. Cashing the check at a retail store such as Walmart incurs a fee. Would it be possible to make the check to someone on the Bishopric and then they can cash it locally and then reimburse in cash back to the missionary Elder? The check is around $35. I'm trying to see the best way to do this without incurring a fee and have it cashed in a timely manner.

Is this a young adult missionary, or a senior missionary?

My bank account has a cell phone app that allows me to deposit a check just by taking photos of the front and back of the check.
