Child with no record

Do we still need approval from a parent who is a member of the Church to create a member record for their child? The child is under 8 years old.

See Handbook 1 Section 13.6.2. In addition, you should print a blank Create Record Form by going to Membership > Create Record and selecting 'Blank Create Record Form (seven or younger)', have a parent fill it out and then create the record.
