Found out today that our firewall is blocking the ability to download software as well as updates including things like Open Office and Libre Office that the church has told us to use on the family history computers but I can get to it on the clerk's computer Is this true for everyone? Glitch or likely all blocked into the future?(I hope there is at least an approved list) Or maybe it is a change in policy?

Talk to your stake technology specialist. He is responsible for maintaining your computers. As far as I know there is no change in policy and the LCR Help has not changed to indicate that free office software such as Open Office and Libre Office, which is permitted according to the Help pages, are no longer permitted. I haven't checked our ward computer recently to see if the free software can, or not, be downloaded.

Last Sunday, I checked using my phone on the church WiFi and I was able to access the LibreOffice website. I know access to to download VLC is blocked - and that's new from sometime in the past few months.

Re-reading, you seem to be indicating this is an issue with the FHC system. I'll have to try that sometime.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.
