CDIR Upgrade

CDIR, the LDAP interface used on http://cdev.lds.org/ http://cint.lds.org/ and http://ctest.lds.org/ is being upgraded to a new schema. Development sites will be effected. Production sites on http://tech.lds.org/ should not be effected.
