The subcategories in the budget are just a local convention to keep track of how funds are spent, and to help organizations plan. They can't be used to protect funds. It is at https://audit.ldschurch.org, but the best way to get to it is to go to lds.org, sign in, and then if you are in an auditor role you will see it when you click on "My Account and Ward" and look under the TOOLS AND SUPPORT heading.

If you review the "Identifying and Recording Tithing Status" section of the online finance training, it states under the Exempt section that the bishop cannot declare that status for a member.

Usually that happens when some of the payees are marked as members, while others are marked as non-members. Edit the payees to mark them all as the same category, and try again.
