The device does need to be a Samsung Tab S2 and does need to be able to run Marshmallow. But almost all Samsung Galaxy Tab S2s running Lollipop can be updated to Marshmallow for free. Requests for changes to apps and websites approved for use by missionaries on mobile devices come through mission presidents. If a mission president is supportive of the need, they have a way to make the request.
