I know of no policy that says a bishop can't declare someone as a full tithe payer if they don't attend tithing settlement. The software certainly allows it and I believe, for example, that full time missionaries are always declared as full tithe payers by the bishop. There used to be an exempt stat...

The submitter can carry out the process, even if they are the beneficiary. The system does give a notice that this isn’t possible, but in fact it does allow it. I don't believe there is any way of doing it in LCR right now but you can add a donor record for her in MLS. Then you should be able to do the merge either in MLS immediately or in LCR after doing a sync.

Actually, you're right. I should have read the text on the transfer page more carefully. It does say that stakes and districts can transfer to headquarters. It does not mention wards or branches in that statement.

It usually happens within a couple months. Where are you looking to see if it's been deactivated? If you're looking at the Overview tab in LCR then you'll see all accounts that have had any transactions this year even if the account has been inactivated.
