I did contact my local FM group and was told that the Facilities Management handbook is obsolute and Church General Handbook dated 12.2021 is now the proper source for this question. Basically section 35. Thank you for your help.

Ahh so that is my hangup. In my stake the private events calendar is viewable to any member that subscribes.

Just curious why your "private calendar" is not accessible to the entire stake? We refer to this as a "private events calendar" and members may subscribe to this calendar and see what has been scheduled, as well as make a request through their building scheduler. It is beneficial...
