Did you call the GSD telephone number during the hours listed in the Help center? The Help center article states the number is not available on Saturday and Sundays. No. MLS has no communication capabilities other than with church headquarters. And that is by email.

Some time ago I ran into those changes. While it functions, it is different enough to require some thought as to what is missing or just moved. I haven't seen that page setup since pre-COVID.

60 days is the time period in which the account is locked. The files and messages are purged as described in this post. Try calling the number in that post.

I don't know what definition of eligible you are working with but Leader and Clerk Resources (LCR) provides a filterable report called Members Without Callings found under the Organizations menu Item. Either send a message through MLS or contact the Global Service Department (GSD). The ward clerk will need to contact the GSD regarding the escheated check to get instructions. If the member calls they will be asked to have the ward clerk call to use the phone menu option for church leaders.
