My sister is having to resort to immigrant l using an old Windows xp laptop since the only workaroe she couls find was booting Ubuntu on it. We have heard rumors of the development of a browser based option but haven't heard any updates on it in some time.

I have some free time these next few weeks, how can I help here? I have 3 years experience with Windows troubleshooting and a bit of Android experience. I would also appreciate mentorship.

After attempting to research it for myself I could not find any definitive information on making a new chapter. I am in the Houston Texas East Stake and my Stake President asked me to research the procedure and report back to him.
