That is a question to ask of your bishop, not this group. If he has questions about the rollover of budget funds he should talk to your stake president. The church does not retrieve unused money from the unit accounts.

During the last audit cycle (July-December 2019) expenses with on-line bishops approval were automatically answered as yes for that question

During the last audit cycle (July-December 2019 several ward clerks entered expenses for reimbursement to themselves. The audit system flagged these expenses for audit since the payee was one of the approvers. I recommended to the ward clerks to have one of the counselors enter the expense to avoid ...

In my stake that would be cheaper than the typical youth conference, which is completely funded by the stake budget each year. Having served as stake clerk for 14 years I can say with certainty that we spent between $100 and $140 per year per youth on youth conference.

You will need to have the Stake Clerk correct the Melchizedek Priesthood ordination. My best guess, and it is only an educated guess, is that the message was sent using the proprietary iMessage protocol (Apple Push Notification) as many of the mobile providers in the US limit the number of SMS (standard format across all platforms). I know that Verizon limits my recipients to 10.
