You sure can. Of course, if it were to be a Stake resource, a Stake Admin will need to set it up and assign an admin over that resource. On a ward level, you can use resource calendar for things such sign-ups for Missionary Exchanges (Splits) or Meals, A seperate Scouting Calendar, or whatever else ...
