While a Branch President may be an Elder (as is currently the case in my branch), for branches in a Stake, it may be a local Stake Pres'y decision to have their Branch Presidents be High Priests (as was formerly the case in my stake).

At least they were a member on the date they were endowed.

There was a case in my previous stake where a member was endowed without ever having a confirmation date recorded on their record. I don't know how it was resolved, though.

If it's truly all members for whom mailing info is needed, I would avoid using the online directory and get the info directly from MLS. For this, one would need to have the appropriate rights and the bishop's permission.
