Non-baptized members of record of record on tithing declaration report

Is there a reason that members of record are listed on the tithing declaration report? How is a Bishop supposed to declare them if they are not active? Non-payer?

Do the numbers calculate in the total of members and non-tithe payers, or are they listed separately as non-baptized, non-tithe payers?

I was told that the Clerks will have to do the Seminary registration through MLS. Is this true? Will there be instructions on how to do this? How and where do you fill out the information?
