If you can't request the entire family by head of household, your BEST bet (for all parties concerned) is to request each member individually and then recombine the family unit after the individuals are in your ward. Another possibility would be that CHQ just hasn't yet processed the request fully. Doesn't a transaction report that comes back saying that the record has been removed from the ward, count as 'fully processed"? Perhaps the members aren't removed from your ward list until they get assigned to a real unit? That would definitely be a bug in my opinion, but this would be a hard theory to verify on one's own.
