Ask someone else in the ward with Editor priviledges, such as a member of the Bishopric or Ward Clerk, to see if they have any problems. Since you're seeing the problem at various locations and by using different systems/browsers it does sound like it's a corruption in your newsletter.

I tried both a pdf attachment and an embedded image - both resulted in the agreement showing up before the article was submitted.

Interesting. I just created a test article in the Newsletter that included a photo.
The agreement appeared before I submitted the article. See attached.
I was also using FF (current version).

I'm unclear what having a ward website means and how I know if my ward has a web site on lds.org. Are there parts of a ward web site that are viewable to non members? I have searched but can't seem to find out much of anything other than a form to fill out to request a ward or stake web site. Chris...
