If you know the mother's name and the new ward why not call the ward clerk of the new ward and get the mothers address so you can send the record with all the needed information. There is a great program called Scoutbook that not only keeps track of scouting advancements but Duty to God and Faith in God as well. Its designed so that leaders, parents, and YM can view or update requirements with leaders approving them upon completion.

Its required to record the record. While it may not show up in MLS or on the member print out. They are recorded in the churches records in Church Headquarters. Not everything on a members record is viewable in MLS.

Or it means the wards are at the mercy of the FM Group. I'm not a fan of the fact we can't get independently verify what rules the FMG has to follow. There's no check and balance. Hopefully it means the wards and stakes will have to stay within the bounds of the funding sources and stop using LUBA ...

This seems to indicate (to me at least) that purchasing AV equipment with local budget funds is not prohibited and that the FM group should only worry about the equipment they provide and that local units are (completely) responsible (including for repair or replacement) for equipment they purchase...
