For what it's worth, Section 3.10.1 of Handbook 1 doesn't use the word "volunteer" to refer to temple workers, and the calling process it outlines doesn't seem to mention any volunteering.

The recorder of our temple emails stake clerks in our temple district a monthly update of the roster of temple workers. The LCR Record-Keeping Status report shows two of our wards as not having 2016 Tithing Reports submitted, but when I click on Finance > Tithing Settlement I see Green checkmarks for the entire stake and for those two wards, in particular, and it's been that way since yesterday. So when the letter says that the ability of a ward to "generate a tax statement" has been removed from LCR, that doesn't mean that the ability of a ward to *print* a tax statement has been removed from LCR? Generating is distinct from printing, is that right?

The post is correct that it would be easiest to sit with the person, but that is very difficult in stakes that span many miles.
