One thing about the old article is wrong. A high councilor does not receive the sacrament first. He used to, but that changed in the 90s.

The high councilor over facilities in your stake (PFR) will have the number. Your ward clerk can also look it up in CDOL. (He'll know what that is.)

I do not believe that the policy has changed, even though the wording is less specific in the Handbooks. 'A counselor" is more brief than "the first counselor, and the second counselor if the first counselor is not present."

And the last I heard, we have never been authorized to install MLS on a personally-owned computer, even using the test databases. It was authorized, as long as it was the test database. The value went away because the test data never changed, so all of the nursery children became unbaptized members...

The phone number is valid. You can always call it and ask why you received the email if you do not recognize one of the reasons russellhltn mentioned. They should be able to tell you exactly what triggered the notice, or if it was erroneously sent, which occasionally happens.
