I'm pretty sure that out-of-unit records are local to MLS and don't provide any special access on lds.org. Our out-of-unit leaders (ysa stake) are able to access the directory and maps, but that may be more due to their callings than the fact they are set up as out-of-unit (bishoprics, high councilors and stake presidency). As additional clarification, your 2011 total ending balance will appear next year as a single line item - carry-forward balance.
