Judging by the release of the Windows 8 app that extdrive just reported, I think it's safe to say that it, and probably the Windows Phone apps, are still active but closed-source projects. It would've been nice if someone inside could have told us as much, but maybe they had to sign NDAs or somethin...

Part of what really bothers me is that there *was* a project for Windows Phone. The app exists and is still available in the store. I've thought about that, you can get an XML breakdown of the scriptures with no problem. But that precludes including General Conference back to 1971 and streamed audio. It also may violate church copyrights unless you use a much older edition.
