If your firewall has been upgraded and your FHC is an official FHC and is plugged into port 2 of the firewall, you should be allowed to get to youtube. You should be on 10.xx.xx.xx IP addresses instead of the 192.168.xx.xx that the rest of the building should be on

Rebooting the firewall should only be done when necessary. If you are constantly rebooting your firewall to fix issues, the only thing you are doing is fixing symptoms instead of the actual problem itself. Prioritizing clients would be a mess since it would require some method of identifying the client. The GSC generally uses TM to manage firewalls. If you opened a ticket with them, they most likely restarted the firewalls through TM (which enables them to report again). This issue was because they updated the monitoring servers. When they did the major update, it caused a lot of firewalls (2000-3000) to stop phoning home. Yes TM does use macvendors.com and it is all done from the server, not from the client. Once the server IP requests 10,000 times the limit for the free service is reached and won't allow more mac address look ups until the next day
