I'll add a further suggestion. After your bishop sets Tithing Settlement dates, only post the first couple of dates' signup sheets. As they fill up, add additional dates and remove the complete ones. When I was a ward clerk, we found this practice ensured blocks were full of appointments.

I think it is appropriate to point out that in a properly budgeted stake, it would be a rare exception for a ward to cut a check to the stake.
