Perhaps another option would be for missionaries (or immediate family of the missionary) to "authorize" release of the information for that purpose on a case-by-case basis. Or, perhaps the missionary section could be modified to where an address may be entered by an administrator or a fam...

High Councilors do not have permission to see a member's information that has been marked as private. This is a policy of the church department tasked with protecting member information and is not likely to change anytime soon.

aebrown is correct, it is the standard set of stake admins. For a stake, this includes the presidency, secretaries, clerks, and stake web admin.
