If those missing positions have been entered into stake MLS they will eventually show in ward MLS. It can take up to 48 hours from the stake MLS send\receive and a send\receive at the ward MLS for newly entered positions to show in ward MLS. If you want to guarantee it is done correctly and in a timely manner, the Stake will likely have to do it. However, my suggestion is try to get the Wards to do as much as you can. A few years ago, our Stake did a big push for the wards to update the GEO Codes in MLS. You might have a few Ward Clerks...

You should ask your stake clerk to assign them in Stake MLS. When that happens, the calling(s) will flow to your Ward MLS appropriately - you should not have to set up an additional calling. There is a Patriarchal Blessing recommend in MLS. Make sure your Patriarch's information is in MLS correctly and it will save a lot of time.
There is not (to my knowledge) a welfare needs form in MLS, but I think that one is now available for download.
