My best guess, and it is only an educated guess, is that the message was sent using the proprietary iMessage protocol (Apple Push Notification) as many of the mobile providers in the US limit the number of SMS (standard format across all platforms). I know that Verizon limits my recipients to 10.

I checked the Subscriptions in ldsaccounts. There is no option to opt out of messages from Send a Message

I use Chrome almost exclusively (to include on Windows 10, two different Chrome books, Android tablet and Android phone) and I have no difficulty accessing LCR. I access LCR at least once a day, normally several times per day.

The Bishop or Ward Clerk can record the recommend as lost by going to the members information page in LCR and editing the temple recommend status.

According to the Welfare Services Setting Overview (https://www.lds.org/help/support/welfar ... s?lang=eng) the Bishop can designate anyone in the ward to assist with processing Food Orders. The procedures are listed in the Welfare Services Setting Overview.
