Is “The History of the Church” in the gospel library?
If not, where can all of the volumes be found electronically without buying the physical copies?

Deseret Book has it as a eBook.

Note that "History of the Church" (1902) has now mostly been superseded by "Saints: The Story of the Church of Jesus Christ in the Latter Days," a four-volume series produced by the Church History Department, and more primary sources are available through the Joseph Smith Papers project than have ever been available before.
