Calendar items can't always be edited

That's not a bug -- it's a feature.

The whole purpose of that check box is to configure the system so that ONLY calendar administrators can schedule events. It can be very helpful as a new unit is getting its calendaring system organized -- the administrator(s) can do a bunch of work creating calendars and setting up a basic set of events before turning the wards loose on scheduling buildings.

It can also be used for stakes that choose not to allow auxiliary and other ward/stake leaders to schedule events, but keep the scheduling centralized. I think that's a poor choice, as has been discussed many times on this Forum, but some stakes make that choice. If this option completely disabled scheduling events, then it would essentially make all the events read-only for the affected building. The way it is implemented is much more useful.

But it allows the building schedulers to create events...The only thing it limits is editing the events where the building was selected. It also creates some very frustrated building schedulers. Also, what is the point of not allowing the Administrator to edit events that he created?
