He will have to be placed in a standard position that grants access.

It can't be done. Custom callings never confer any permissions to restricted areas of LDS.org. Access to LCR is entirely calling-based (no leader can grant permissions to an individual). So your only reasonable option is for the Ward Mission Leader to access the MPR and share it with the assistant WML.
