The forum is quite active. The lack of an official response is because the Tech Forum is primarily user-to-user help and support. It never was, and is not now, an official support channel. The official method to send feedback is by way of the feedback link at the bottom of the Send a Message app page. You can also take your chances by contacting support at the Global Service Department (GSD) during the hours found in the Help Center article Contact Information.

I just checked and short of actually sending a message to all adults I had no problems. I chose a select few individuals and had no problem.

This occasionally happens. When this happens to me I do as the message states about trying later, as in another day, and it works. Typically when this happens they are either working on the program or the servers are having a problem. My experience is that the app is unreliable and encounters outages and problems quite regularly.

Not sure if this will help, but occasionally when I have a problem like this, I switch to a different browser, ie., Safari to Chrome....

I was able to send the letter from our stake presidency last night by switching from Safari to Firefox and the message went. However I tried sending the letter as an attachment and everyone received a corrupt file. I resent the letter by copying and pasting it into the message block and then it went perfectly. I initiated a chat session with someone in support and they suggested I try a different browser. Apparently there are some quirks in Safari that the Church's software doesn't like. I've had trouble with Safari in FamilySearch.org. Thanks for the replies to this. I realize that this is not an official support page for the church, but a user forum. Great to have users who like to help each other!

It's not entirely clear whether that corruption matches this but in case it might:

There is a bug in the Church's infrastructure that affects PDF attachments and perhaps other file types. Many recipients don't notice the corruption, because their email client and/or PDF viewer correct for the corruption. The bug has been reported and is known to the developers. The last time I heard about it, the system involved was scheduled to be replaced soon, and the bug report was being remembered to make sure the new system does not have a similar bug.

It would appear that an official calling for "communications specialist" exists now and has access to Send a Message.. Not sure when it arrived and I also noticed that when even though we had someone in that exact calling they were not assigned to it. I had to change their calling and delete the "custom calling" of the same name so they would have access.

I have had the calling of Web Administrator for 13 years.....just noticed it had been changed to Communications Specialist also....

I just checked the access chart, and the ONLY item checked for the new Communications Specialist is Send a Message....which kinda makes sense..

Curious. "Communications" is part of what used to be called "Public Affairs" which is externally focused, not internally.

From Handbook 5.1.1.8, that still seems to be the case.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

I think Communication (singular), as in Stake Communication Specialist, is about to become both internal and external, depending on the specialist assignment. And yes, we have Send a Message privileges.

Communication now encompasses more that just the former Public Affairs.

A notice appeared yesterday at Letters.ChurchofJesusChrist.org about Website Administrators being changed to Communication Specialists:

Notice, 4 June 2020: Communication Specialists
Wards and branches are encouraged to (1) keep sacrament meeting announcements to a minimum and (2) during the week, remind members via email, text, social media, or other means, of the meeting schedule for the next Sunday.

To facilitate such communications, the existing calling “Website Administrator” has been renamed “Communication Specialist.” A person holding the communication specialist calling may now email information to ward members by using the “Send a Message” function under “Applications” in Leader and Clerk Resources (LCR).
