I can’t seem to find a list of unassigned households for ministering. It’s probably obvious, but I’m having a senior moment... have a lot of those lately.

Go to Ministering>Reports>Ministering Assignments.
Click on the Households tab.
There is a drop-down menu which defaults to "All Households". Click on that and you will see an option for to select "Not Assigned". A second filter, just to the right, lets you select between "All Organizations", "Ministering Brothers" or "Ministering Sisters".

A second way, showing "side-by-side" Unassigned Ministers column next to Unassigned Households column: Under the ministering tab, choose "Elders Quorum" (or Relief Society) and choose "unassigned" tab
