Aaronic Priesthood Adult Leaders Giving the Option for Youth Only

In trying to enter our adult leaders in to their new callings, the only option coming up in the Priests Quorum Adult Leaders (same for Teachers and Deacons too) are the members of the quorums rather than adult members of the ward.
