Who has access to Send a Message in LCR?

Who has access to Send a Message in LCR?
I was wondering if there is a list of who has the ability to "Send a Message" in LCR. I know bishops and their councilors do. Ward EQ and RS presidencies.
I am a High Councilor and the PFR and would like to send an email to all EQ presidents about some building things.
Do I have access to this function? I know I can use the Share on the Mobile app using the Lists function, but sometimes certain emails are easier to send from a computer and not a mobile phone.
If I do have access can someone please tell me where to find it? I am logged in and in the LCR app. I don't see any place for sending a message.

If you are entitled you will find it under the Application tab, in LCR.

If you don't have access, you can compose the message and ask the stake clerk or stake executive secretary to send it for you.

You can use the Access Table (under Other in the menu) to see who has access to specific features

Thank you for all the great replies. The Access link was very helpful as now I know exactly what I have access to.

I noticed in the access table that there is a calling "ward email communication specialist" that has access to only one feature: "send a message." You could add that as a calling/role to any ward member who needs access to the "send a message" tool. When adding that calling, it can be found under Other Callings > Technology

Set up a member with the calling "email communication specialist" and they now see LCR under tools and support, but they get access denied when they they to select it. What have I missed doing?

When did you set them up? Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.
