I am a high councilor and I am trying to help Elder's Quorum Presidency members with ministering reporting. Which ever member of the presidency that is assigned as ward mission leader this person is unable to record ministering visits. Most wards in our stake have a member of the Elder's Quorum Presidency as the ward mission leader Is there a work around for this? Thank you.

When you have multiple callings that give access to LCR, you have to select which calling you what to be using at a given time. I think it's a drop down in the upper right.

Not sure how to specify which calling you are acting under. This is the mobile app that I am referring to. Help please.

I was referring to LCR. I'm not sure how it works with Members Tools. You may need to send feedback from within the app.

Is his calling recorded as both elders quorum counselor and ward mission leader, in Leader and Clerk Resources?

Yes, both callings are on a single individual. A member tools help ticket also confirmed this is a known issue. To have both callings and record ministering interviews it can only be recorded in LCR as suggested above.
