How do I get help for tools when the upload arrow is gray, not blue, on both my lap top and my iphone

I assume this is for a photo. That's the only upload I know of in Member Tools.

I don't know how the interface works for iOS. Have you selected a photo? Is it an acceptable size/format? Is it for someone other then yourself?
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.
