The Standard Works EPUB available from
https://www.churchofjesuschrist.org/scriptures/formats is missing JS-H; not sure how/who to report this?

There is a 'Feedback' link at the bottom of the page for which you provided a link. That's the best place to report that sort of thing.

I submitted feedback on the website weeks ago and received no response.

When I have submitted feedback on the website, I have always been given an option to request or not request a response. Whenever I have requested a response, I have received something. I'd suggest to go ahead and report it again if you think the original report was not recorded.
