This site is not working for me checked Chrome/IE

It's working fine for me in Chrome and IE.

I used both https://clerksupport.lds.org and https://www.lds.org/help/support?lang=eng

Maybe John and I both use Cox Communications as our ISP?

Not for me. Are you "inside"?

lds.org is fine, so I doubt if it's a ISP problem.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

It works with Chrome on my LG phone, using only the cell connection.

I was indeed testing on the Church network at first, but using Chrome on my Android phone using 4G (no wireless) also works fine.

I was able to reproduce this (only from outside the Church network) and it started working while we were chasing it. I'm assuming it has corrected itself unless you're still seeing issues.
