Quorum specialists missing in presidency circle?

We have a deacons quorum specialist (an adult) missing from our quorum presidency circle. Is this a bug or, as I expect, by design? If by design, why?

An obvious workaround is for us to add him as a quorum adviser. Question: if we make our specialist an adviser in leader and clerk resources (LCR), what are the implications (aside from the label) in the various church tools/systems, particularly LCR, the ward calendar, and the Gospel Living app? In the Gospel Living app, it seems he'd become an administrator for the deacons quorum, the quorum presidency, the young men, and the youth circles.

Each quorum can have only one adviser. Additional adult leaders are called as specialists.

Sorry, I do not have any informed idea. I can speculate, but that is not appropriate.
