I did a clean install of MLS 3.1.2 on Windows 7 Ultimate x64 and have no problems after running as an administrator and setting the compatibility mode to Windows 2000.

Wow, 64-bit? Does the MLS installer default to 32-bit mode or something (Program Files (x86))?

I have yet to find a 32-bit app that can't be easily made to work on Windows 7 64-bit. Even 32-bit Windows games work fine on Windows 7 64-bit. Amazing.

Hmmm, interesting. Thanks for the responses guys. I'll have to keep trying to see if I can find out what's blocking my install.

I have been advised by Tech support staff in SLC that installing even the test version of MLS on a home computer is contrary to Church policy.

That is not correct. Either your information is out of date, or perhaps you happened to talk to one support rep who did not understand the question being asked, or who was not familiar with the Policies and Guidelines for Computers Used by Clerks for Church Record Keeping dated 18 Aug 2009, which says that the Stake Technology Specialist shall:
Ensure that priesthood leaders and clerks do not install Church record-keeping software on their home computers, except for training purposes using test data, and that they do not reverse-engineer record-keeping software code.
Since installing MLS on a home computer is explicitly listed as an exception, it is clearly permitted for training purposes.

Just don't expect any support from CHQ on such a training/testing installation, especially on a platform other than Windows XP. MLS is specifically designed to abort installation/operation if it detects an OS other than Windows 2000/XP and some of us are weaseling around that in order to get a test version running on a home PC with a later OS installed.

Like Alan said, this is not contrary to the published guidelines as long as no "live" unit data is ever used, however there is no way CHQ can be involved in offering support for this kind (or any kind) of non-church PC installation.

Adding to that, it may be worth noting that the 2005 policy did prohibit home installs. So "out of date" policy is certainly possible.
