I'm sure I've installed a new Win7/32 machine with MLS for a couple of wards. I have MLS with the test database running on my Win7/64 laptop.
Something else is going one here. Either a old copy of MLS, a corrupt download or insufficient user rights would be the first places I look. But once a long time ago I had a problem installing software on a computer that turned out to be defective cache memory.
