Is there any type of standard recommendation for building to building communication, and stake to stake communication?
I was thinking something like this for stake to stake, and stake to HQ:

and for building to building because they are closer, something like this, with it being located in the agent bishops office:
http://www.amazon.com/Midland-Consumer- ... +way+radio
This way the stake ham radio can communicate on the church's official emergency band (if one exists), and each building can communicate with each of the other buildings, in the event of an emergency situation, with cell towers and all communication lines out.
Does anyone know about this or have any type of recommended solution?

Probably not the standard you were looking for.Wards and stakes should not purchase or accept donated satellite telephone or amateur radio equipment for use in an emergency or for installation in a meetinghouse. Leaders are encouraged to identify individuals who may already have their own equipment to assist with specific ward and stake communication needs.
As for equipment, it depends a great deal on the distances and terrain involved. What works in one area may not work in others. The advice is generally to start with a mobile unit. 50 Watts on a good antenna will carry a lot further then 5 Watts on a rubber duck.
