The closest thing to that I am aware of is OpenStreetMap.org. Unfortunately so far, the map content there is not nearly as good as commercial sources, and the programming interfaces are skimpy. It is hard for volunteers without deep pockets to compete with multibillion-dollar corporations on quality.
