Missionary Applications - Can a Bishop return an app submitted to him

If a missionary candidate submitted an application prematurely (before it is fully complete) to their Bishop, can the Bishop return it to the candidate electronically?

Related question, what happens if the Bishop clicks on the cancel button? Does the application disappear?
