What I hope is just a simple question:
Who should the "Payee" be for the Missionary withdrawals?
A previous clerk set up "SLC" is this ok or should it be something else?

"SLC" is clerk slang for Church Headquarters, so it's not a good choice; you'll never see that term used in any official documentation or training materials. I've seen "Church Headquarters" and "Corporation of the President"; I've even seen the missionary's name listed as a payee, but that seems incorrect. But it doesn't matter much. The money is coming from a Church account (the ward's account) and going to another Church account.
