Way off topic, for you seasoned clerks. . .we have a family in the ward that lost a child several weeks into the pregnancy. They're planning a simple, family-only graveside at which the father plans to dedicate the grave. I assume this is appropriate. The handbook doesn't say one way or the other. Any precedent or similar situations that anyone would comment on?

HB1 17.2.10 deals with stillborn children. As I recall, it says that the family can decide how the service is conducted, so I see no reason why the father could not dedicate the grave.

Continuing on that, I don't believe any church record is created, but they can add the child to FamilySearch with the proper notation.
