While on the subject of what a counselor can and cannot do...
As you know, beginning with year 2007, the tax statements for the US were required to be signed by the bishop.
I am no longer the financial clerk for our ward, but I noticed on my tax statement for 2008 it was signed by the 2nd counselor with the word "for" and then the bishop's name underneath (I assume the bishop authorized it).
Probably none of you reading this work for the IRS, so you can't say what the government policy is, but does anyone know the church policy on whether it is OK for the 2nd counselor to do this?
What can or can't a counselor sign?
