That is an excellent process. Of course, the letter from the First Presidency that came out last week says the bishop (or his counselor) may sign the recommend and mail it to the member, who also signs it. The stake still activates it after the interview, and when things settle down, the member gets the member of the stake presidency to sign the recommend.

Even though temples and distribution stores are not open for the moment, I see the wisdom in this process for members who may need to order certain items online from the Church Store and would not be able to do so if the recommend had expired in the system.
